ترى الأصولية الإسلامية حتمية فشل الغرب كنموذج وفكر وتاريخ في إعادة تجديد البنى الاجتماعية والثقافية للإسلام، وحدد الجوهر الإسلامي كمفتاح للمدينة الفاضلة. لذا تدعو الأصولية إلى إقامة الدولة الإسلامية لأن المجتمع السياسي في الشرق يختلف عنه في الغرب، فالدولة الإسلامية وحدت المجتمع السياسي والاجتماعي في الأمة، على عكس ما حدث في الغرب حيث انفصلت الدولة عن الكنيسة. وتعامل الأصولية أصول الدين وأصوله التاريخية كمحدد لمسار التنمية التاريخية، فهذه الأصول تشكل الجوهر الذي يحدد التاريخ والمادة. وبهذا، يتحول الحاضر إلى دعاء للتاريخ، وتفترض مثل هذه الرؤية أن الأفكار والنماذج السياسية المستوردة هي غرس اصطناعي في المجتمع وغريبة عنه وعن الشعب وستمنى بالفشل في هذه البيئة العدائية. وتفترض الأصولية وجود جوهر حضاري يؤثر على التنمية على وجه العموم.
ولذا، لا تجوّز فرض عناصر حضارة ما على حضارة أخرى لأنها لا تتطابق مع الجوهر الحضاري الأصيل ولن تتمكن مثل هذه العناصر من تطوير أو تغيير الطبيعة الجوهرية لتلك الحضارة بل يمكن استعمالها من الداخل. يقوم طرح منطق الجوهر الحضاري والتاريخي للشعوب على افتراض أن أحداث الماضي وتشكيلاته تحدد طبيعة التطور والتنمية في المستقبل.
ضمن هذا الإطار تأتي هذه القراءة النظرية التأسيسية في الخطاب الإسلامي الأصولي والغاية وضع تأسيسات نظرية للطروحات المتعلقة بملاءمة الإسلام مع الفكر الحديث ووظيفته في العصر الحديث سواء على مستوى التوصل إلى نظرية فكرية جديدة أو تشكل المجتمع أو إقامة الدولة المعاصرة.
