الشريف المرتضى أبو القاسم علي بن الحسين بن موسى الكاظم، أجمع العلماء على فضله ومكانته، مقدم في العلوم، كعلم الكلام والفقه وأصوله والأدب والنحو والشعر واللغة، وله تصانيف كثيرة تبين اضطلاعه بالعلم والمعرفة الشاملة، وكان أعرف الناس بالكتاب والسنة ووجوه التأويل في الآيات والروايات. وعد قمة من قمم الفقه الجعفري، عمل على تطوير الفقه وإخضاعه للقواعد الأصولية وقد عد ذلك في زمنه خروجات عن المألوف، إذ لم يعهد معاصريه ذلك حتى أصبح بعده ما يطلبه الفقهاء وقد ساعد ذلك على تطوير الفقه.
ورسائل المرتضى التي يضمها هذا الكتاب هي مجموعة المسائل التي سئل المؤلف الجواب عنها وإيضاح ما أشكل منها. وقد بين فيها ما يلزم من العبادات الشرعية والأحكام السمعية التي لا ينفك المكلف من وجوبها، ولا يصح التقرب إلا بها وقد عمد إلى ذكر ما استفاد من العلوم وحصله بالمسائل والبحث.
وقد بذل السيد أحمد الحسين جهداً بالغاً في جمع هذه الرسائل وحاول أن يجمع كل الرسائل المخطوطة والمطبوعة وقد قدم بدراسة عن الشريف المرتضى معرف بشيوخه وتلامذته ومؤلفاته وقد جعل الكتاب أقسام، أفرد قسماً لما سماه جوابات المسائل الرازية، ثم جوابات المسائل الطبرية وجوابات المسائل الموصليات الثانية ويليه جوابات المسائل الموصليات الثالثة وجوابات المسائل الميافارقيات وجوبات المسائل الطرابلسيات الثانية، ثم جوابات المسائل الطرابلسيات الثالثة.
