يحاول المؤلف في هذا الكتاب بيان القواعد التي هي مما ينبغي عليه علم الأنساب، ويستمر إليه وجوده وشرعيته، ويستند إليه استقرار كيان المجتمع الإسلامي بل والجانب السياسي من كيان المجتمع الإسلامي نفسه. ومما ساقه المؤلف في فصول هذا الكتاب التسعة من هذه القواعد: منها اعتبار النسب فيمن يترشح أو يختاره، هل الحل والعقد للإمامة العظمة "إمامة المؤمنين" ومنها: أن طاعته واجبة على جميع المسلمين إذا تمت بيعته طبقاً للقواعد الشرعية وإن حاد عن العدل، ومنها أن تمييز قريش بالاختصاص بحق الإمامة العظمة لا يعني أي اعتبار قائم على العنصرية وإنما هو تكريم للنسب النبوي الشريف وحصر لمجال التنافس والمحتمل على الإمام العظمة في أضيق نطاق ممكن حصراً يستمد شرعيته من تكريم النسب النبوي الشريف الذي لا يختلف مسلمان فيه. ومنها أن التشريع الإسلامي، في ما عدا الإمامة العظمة يقرر مبدأ التماثل في استحقاق العدل بما فيه تكافؤ الفرص بين جميع المسلمين على اختلاف أجناسهم وشعوبهم وألسنتهم وألوانهم. ومنها أن العلاقة بين الأمير والمأمور في الإسلام ليست علاقة تحكيمية وإنما هي علاقة تعاون. قد أورد المؤلف هذه القواعد الشرعية على ضوء ما جاء في القرآن والسنة في شأنها.
