غالي شكرى غالب ( منوف، المنوفيه، 12 مارس 1935 - باريس، 10 مايو 1998 ) ، كاتب وباحث و ناقد و مؤرخ مصري كبير اشتهر بأبحاثه وكتبه النقديه الكتيرة. حصل على الدكتوراة من جامعة السوربون في فرنسا عن موضوع " النهضة والسقوط في الفكر المصري الحديث " الذي أشرف عليها المستشرق الفرنسي المشهور جاك بيرك. رأس تحرير مجلة " القاهرة ". تم تكريمه في مصر بجائزة الدولة التقديرية في الآداب سنة 1996.

هذا الكتاب هو الأول من مشروع متكامل يتناول فيه الدكتور غالي شكري إشكالية "الدكتاتورية" في الوطن العربي باعتبارها قضية تخلف اجتماعي شامل لمختلف مستويات الحياة الاقتصادية والثقافية، لا مجرد نظام حكم أو مجرد عبادة فرد... فليس نظام الحكم إلا أحد إشكال السلطة العربية، وليست عبادة الفرد إلا أحدى تجليات العبودية العربية.
غالي شكري يعرض في مشروعه الكبير لمختلف هذه التجليات وتلك الإشكال من منظور سوسيولوجي يتعلق بقضية التخلف، لا باعتبارها السبب الوحيد في إشكالية الدكتاتورية، وإنما لكونها تطبع أنظمة الحكم والتربية والعائلية والمدرسة والمؤسسات الدينية والحزبية والاقتصاديات بخصائص "دكتاتورية" مميزة هي التي تشارك في الوقت نفسه وفي ما بعد في صياغة السلطة والعقل الجمعي والعقل الفردي ومفاهيم التنمية والثروة والثورة والتقدم.
