"فالقانون في تمييز الحق من الباطل بالإمكان والاستحالة هو أن ننظر في الاجتماع البشري الذي هو العمران ونميز ما يلحقه من الأحوال لذاته وبمقتضى طبعه، وما يكون عارضاً لا يعتد به، وما لا يمكن أن يعرض له هذه إحدى وصايا ابن خلدون التي أطلقها في مقدمته قبل أكثر من ستمائة عام، والتي يبدو أن مؤلف هذا الكتيب الذي بين يدي القارئ، البروفسور هارالد نويبرت، قد عمل بها في محاولته الجادة والمسؤولة للربط بين ما جرى عام 1942، وما جرى ويجري عام 1992، للربط بين كريستوف كولومبس و"النظام العالمي الجديد" ولمعرفة الآثار السياسية والاجتماعية والاقتصادية والبيئية التي ترتبت على مسيرة النصف ألفية هذه، سواء على الصعيد العالمي بصورة عامة، أو على صعيد "العالم الثالث" بصورة خاصة، هذه المسيرة التي حملت في أحشائها ومن ثم أنجبت ذلك الكائن الشائه، ألا وهو "الظاهرة الاستعمارية" سيئة الصيت، والتي أدت إلى أن يستبعد خمس سكان الأرض (الدول الصناعية/الشمال/الغرب) الأخماس الأربعة الباقية (العالم الثالث، الدول النامية/الجنوب) ويسخرونهم بقوة السلاح والتآمر والاستغلال المنحرف للعلم والمعرفة والتعاون مع بعض العملاء المحليين، لمصالحهم ومنافعهم الذاتية. وهدف ترجمة هذا الكتيب هو انطلاق الإنسان العربي في معرفة الآنا والآخر من حقائق الواقع الملموسة التي باتت واضحة كالشمس في كبد السماء.
