تهدف الدراسة إلى إبراز الموازنة بين المحافظة على حماية حقوق الإنسان من جهة وبين الأداء للمنظمات الدولية والإقليمية الذي يحقق الأمن والإستقرار في المجتمع دون الإخلال بالحقوق أو قصور في الواجبات الوطنية من جهة أخرى مع تسليط الضوء على التدابير المعتمدة في حماية حقوق الإنسان طبقاً للإتفاقيات والوثائق الدولية الموقعة في إطار منظمة الأمم المتحدة والتطبيقات العملية لها، حيث إن تطور القيم الإنسانية وظهور المنظمات الإنسانية وتطور العلاقات الدولية، فرض على الدول توسيع مبادىء حماية حقوق الإنسان لتشمل الدول الأخرى، ومن هذا المنطلق أصبحت مبادىء حقوق الإنسان عالمية وتشمل الدول جميعاً التأكيد على عالمية حقوق الإنسان والتي هي أهم خصائصها، لأنه من غير المعقول أن يتمتع الإنسان بحقوقه في دولة دون أخرى، فأينما يتوطن الإنسان أو يقيم فلا بد أن يتمتع بحماية عامة، لأن إنسانيته دائمة وقائمة في كل الأحوال والأزمان والبلدان وتنصب الدراسة على الضمانات الدولية المتعلقة بحماية حقوق الإنسان والحريات الساسية، من خلال استعراض النصوص الدولية المعنية بتنظيم تلك الحقوق والمواثيق والصكوك التي أكد عليه القانون الدولي وذلك من خلال استعراض مختلف هذه الضمانات ووصفها في العمل من خلال الإطارات الدولية والإقليمية والوطنية.
