إن الإنسان هو غاية كل تنظيم قانوني، وإن الدولة والمجتمعات والحكومات والمنظمات جميعها وجدت لتحقيق أهداف الإنسان وتوفير الأمن والأمان له من خلال حماية حقوق الإنسان ضمن إطار الجرائم الدولية التي تنتهك هذه الحقوق من خلال التعرف على مفهوم الجريمة الدولية وصورها، ويتناول مبادئ القانون الجنائي الواجب مراعاتها من خلال مبادئ متعلقة بالجرائم الدولية والمبادئ المتعلقة بمرتكبي الجرائم، وإن القواعد القانونية لأي قانون يحتاج إلى سلطة قضائية تتولى عملية محاكمة الأشخاص المخالفين لهذه القواعد وفرض الجزاء عليهم من خلال القضاء الدولي الجنائي، وإنشاء المحكمتين الجنائيتين في يوغسلافيا وراوندا والمحكمة الجنائية الدولية في سيراليون وتيمور الشرقية، وذلك من خلال دراسة تحليلية وتطبيقية، لأنها لا تعالج مسائل نظرية بحتة، وإن مواضيع القانون الدولي الجنائي قابلة أن تتجدد في الواقع، وسعيت لعرض كل فكرة ودعمها بالتطبيقات العملية التي تؤيد وتساهم في زيادة إيضاحها من خلال سلوك الدول في علاقاتها المتبادلة، ومن أحكام المحاكم الدولية الجنائية.
