قال المؤرخ والفيلسوف الفرنسي الشهير "أرنست رينان" قبل مائة عام تقريباً.
الوثائق أداة خرساء بيد من لا يعرف كيف يحييها وينفخ من روحه فيها.
ويحتوي هذا الكتاب على مجموعة من وثائق الحكومة البريطانية السرية عن البلاد العربية والقضايا العربية، تتضمن تقارير كتبها ديبلوماسيون بريطانيون عملوا في الأقطار العربية المختلفة عن الأحداث التي عاصروها وشهدوها من نافذة ممثلياتهم، وربما مدوا أيديهم من النافذة أحياناً، وتدخلوا في تلك الأحداث.
وقد ترجم نجدة فتحي صفوة هذه الوثائق ترجمة دقيقة، دون أي حذف أو تغيير في نصوصها، ثم قدم لها أو ألحقها بتمهيدات وتعليقات أو مناقشات حاول فيها إلقاء مزيد من الضوء على بعض جوانب القضايا التي تناولها من وجهة النظر العربية - أو من وجهة نظرة على الأقل - بقصد تثبيت الحقائق، وإخراج هذه الوثائق عن صفة "الأداة الخرساء" وإضفاء شيء من الحياة عليها، ويعود معظم الوثائق التي يتضمنها هذا الكتاب إلى أواسط الخمسينات من هذا القرن، وكانت في وقت كتابتها محاطة بأعلى درجة من السرية.
وسيجد القارئ في الوثائق التي يتضمنها هذا الكتاب مجموعة مختلفة من التقارير والمراسلات، صادرة عن ديبلوماسيين من رتب مختلفة، في ظروف مختلفة، وفي الفترة التي بدأت فيها الشمس تغرب عن بعض أجزاء الإمبراطورية التي لم تكن تغيب عنها في السابق قط.
وهي توفر للقارئ المتخصص في التاريخ، وللقارئ العام فكرة عامة عن النظرة الديبلوماسيين البريطانيين لها في الخمسينات، كما كانت تبدو لهم من نافذة السفارة البريطانية في ذلك الوقت، حيث كان زجاج نوافذها صافياً شفافاً في بعض الحالات، ويعلوه الغبار الذي يحجب الرؤية، أو التموّج الذي يشوّه المناظر، في حالات أخرى.
