تتزايد باستمرار أهمية الدور الذي تلعبه المصارف المتخصصة، مشاركة من التصدي لأهم تحدي من تحديات العصر الحالي، وهو التنمية الاقتصادية في دول العالم الثالث بشكل عام، وفي الدول العربية بشكل خاص، وما تتطلبه المشروعات الاقتصادية والاجتماعية في هذه الدول من نواحي فنية متخصصة على أعلى مستوى لدراستها وتمويلها، وهو ما يفترض أن توفره المصارف المتخصصة. وبالرغم من أهمية هذا الدور للمصارف المتخصصة، فمن الملاحظ أن الاهتمام منذ مدة طويلة انصب تماماً على الدراسات المتعلقة بالمصارف التجارية، دون أن تحظى المصارف المتخصصة بالنصيب المناسب من أهميتها، ومن هنا تبرز أهمية هذا البرنامج كأول عمل يتصف بالتوسع في تناول مصرف من المصارف المتخصصة، وهو المصرف العقاري، حيث اهتم البرنامج بالنواحي المختلفة لهذا المصرف، سداد الإدارية، أو التنظيمية، أو المحاسبية، بجانب مناقشة دور المصارف العقارية في المساهمة لحل بعض مشكلات الإسكان بالدول العربية.
