يدور موضوع الكتاب حول دور محكمة العدل الدولية في حل الأزمات والنزاعات الحدودية القائمة بين الدول في حال توفي الرغبة للدول المتنازعة لنقل قضايا الخلاف إلى محكمة العدل الدولية في لاهاي باعتبارها الجهاز القضائي الرئيس للأمم المتحدة. وهي حالة تبدو حلاً وسطاً يحكم فيه طرف محايد متمثل بالمحكمة الدولية.
وبما أن اختلاف في المبادئ الحاكمة في تسوية نزاعات الحدود البرية عن المبادئ الممكن تطبيقها في نزاعات الحدود البحرية كما بينت التجربة فقد ارتأى الباحث تقسيم دراسته لدور محكمة العدل الدولية في تطبيقها لتلك المبادئ إلى مقدمة وثلاثة فصول وخاتمة. إذ تناول في الفصل الأول محل الدعوى أمام المحكمة والذي نشب النزاع عليه، ثم يعالج مدى ارتباط الحدود الدولية بالمبادئ القانونية الحاكمة في النزاعات الاقليمية والحدودية على حد سواء، وما هو النظام القانوني الذي يحكم منطقة الحدود الدولية بشكل عام إلى آخر ذلك من موضوعات، أما الفصل الثاني اقتصر فيه الباحث على دور محكمة العدل الدولية في تطبيق مبادئ تسوية نزاعات الحدود البرية، ويتناول الفصل الثالث والأخير دور محكمة العدل الدولية في تطبيق مبادئ تسوية نزاعات الحدود البحرية. وأخيراً خاتمة الرسالة والاستنتاجات التي توصل إليها الباحث؛ وكذلك المآخذ على كيفية حل المنازعات الحدودية وأي المبادئ القانونية أكثر عدلاً، واقتراحات مناسبة في طريق إيجاد مرجعية على شكل اتفافية دولية عامة يمكن أن تستند إليها الدول في الوصول إلى حقها.
