تبحث هذه الدراسة السياسة الروسية تجاه الخليج العربي، وبخاصة منذ مطلع القرن الحادي والعشرين، إذ بدت روسيا وكأنها قد خرجت من مخاض مرحلة إنتقالية، واتجهت لإعادة بناء سياستها في المحيط الخارجي.
ويستخدم مصطلح الخليج العربي في هذه الدراسة للإشارة إلى الدول الثماني المشاطئة للخليج العربي، وهي دول مجلس التعاون لدول الخليج العربية والعراق وإيران، ويتطلب تحليل السياسات الدولية في هذا الإقليم تتبع مساراتها في الإتجاهات الفرعية كافة، حيث تبدو درجة التداخل والتشابك بين قضاياه بالغة ووثيقة.
ولا يزال الخليج العربي يمثل الركن الأهم في إستراتيجية الولايات المتحدة في شرق العالم، لكن هذه الإستراتيجية دخلت بدورها في إعادة تعريف واسعة وجوهرية منذ عقدين من الزمن، وفي إعادة التعريف هذه، تراجعت مقولات الدفاع عن الخليج العربي عن خلفياتها المرتبطة بالصراع الدولي، لترتدي في المدرك الإستراتيجي الأمريكي أبعاداً إقليمية.
وإنطلاقاً من ذلك، أو بالإستناد الجزئي إلى هذه الخلفية، بات من الممكن تلمس أدوار دولية جديدة في هذه المنطقة، وهذه الأدوار ليس بالضرورة أن تكون مقابلة للدور الأمريكي، وهي في الغالب متعايشة معه ضمن سُقُف وتفاهمات صريحة أو ضمنية، أي أن أدواراً محسوبة لقوى مثل الهند والصين، وروسيا تبقى معقولة، بل ومرجحة في حالات معينة، في إطار الحسابات الكلية البعيدة المدى للولايات المتحدة الأمريكية.
ولقد تم تقسيم الدراسة إلى أربعة محاور: يتناول الأول توجهات السياسة الخارجية الروسية بعد إنهيار الإتحاد السوفيتي، ويعنى الثاني بالتفاعلات الروسية مع دول مجلس التعاون لدول الخليج العربية، والثالث بتفاعلاتها مع العراق، والرابع مع إيران.
