يقول محمد بن أحمد أبي المطهّر الأزدي في مقدمة كتابه هذا المرسوم بــ"حكاية أبي القاسم البغدادي" مبيناً مضمونه... أما الذي اختاره من الأدب فالخطاب البدوي والشعر العربي القديم ثم الشوارد التي اخترعتها خواطر المتأخرين من أعلام الأدباء والنوادر التي اقترحتها أقراح المحدثين من أعيان الشعراء، هذا الذي أحصله من أدب غيري وأقتنيه وأتحلى به وأدّعيه وأرويه من ملح ما تنفسوا وتنافسوا فيه ويصدق شاهدين عليه أشعار لنفسي دونتها ورسايل سيّرتها ومقامات حضرتها ثم أن هذه الحكاية عن رجل بغدادي كنت أعاشره برهة من الدهر فينفق منه ألفاظ مستحسنة ومستخشنة وعبارات أهل بلده مستفصحة ومستفضحة فأثبتها خاطري لتكون كالتذكرة في معرفة أخلاق البغداديين على تباين طبقاتهم وكالأنموذج المأخوذ من عاداتهم وكأنها قد نظمتهم في صورة واحدة... "ويتابع قائلاً: "كان هذا الرجل المحلي يعرف بأبي القسم أحمد بن علي التميمي البغدادي شيخاً بلحية بيضاء تلمع في حمرة وجه يكاد يقطر منه الخمر الصرف وله عينان كأنه ينظر بهما من زجاج أخضر كأنهما تدوران على زئبق عيّاراً نعّازاً زّعاقاً شهّاقاً طفيلياً بابلياً أديباً عجيباً، رصّافاً قصافاً، مدّاحاً قدّاحاً، ظريفاً سخيفاً...
وهكذا يمضي في وصف الرجل الذي أوحى له بتسطير هذا الكتاب الذي كانت مادته عبارة عن ما صدر عنه من أقوال وأفعال وما جاءت به قريحته من شعر وحكم... وما جرى على لسانه من كلام... ليكون كتابه هذا بمثابة تذكرة في معرفة أخلاق البغداديين وعاداتهم وتقاليدهم، وكلامهم طريفه وبديعه، ما حسن منه وما قبح، مضيفاً (الأزدي مؤلف الكتاب) إلى ذلك كله تعليقاته التي ألحقها بما كان يصدر عن هذا الرجل البغدادي.
ويعتبر هذا الكتاب من الكتب التراثية التي بالإمكان إعتبارها مصدراً يزود الباحث بمعلومات حول الحياة الإجتماعية في بغداد في تلك الآونة، وبالإضافة إلى مادته الأدبية من شعر ونثر ومأثور القول.
