عندما صدرت الطبعة الأول في كتاب مناقشات الدستور اللبناني وتعديلاته كانت الدوافع لذلك عديدة منها ما يتعلق بإقرار التعديلات الدستورية التي نص عليها اتفاق الوفاق الوطني (اتفاق الطائف) ومن ثم استحداث المجلس الدستوري الأمر الذي كان يجيز المراهنة على أن المسائل والقضايا الدستورية تكون مطروحة بشدة لاحقاً نظراً للتغيرات الأساسية التي نصت عليها تعديلات 1990 (الطائف) وما يمكن أن يثيره المجلس الدستوري في إطار قيامه بالمهام الموكولة إليه على صعيد مراقبة دستورية القوانين.
ومن البديهيات القول أن محاضر مناقشات الدستور أو أي قانون آخر تشكل مصدراً أساسياً لتفسير النصوص، والمناقشات غير متوافرة عادة، إلا في محاضر مجلس النواب، تلك المحاضر التي وإن لم يكن سرية إلا أنها لا تتواجد إلا في مكتبة مجلس النواب ولدى النواب وبعض مكاتب الجامعات الكبرى التي تستحصل عليها بطلب رسمي عادة، ومن هنا كانت الحاجة ماسة لتعميم تلك المناقشات.
انطلاقاً من هذا فقد اعتنى الدكتور "أحمد زين" بإعادة النظر في كتابه هذا وبإضافة كل التعديلات إن استجدت عليه، وهذا ما دفعه لإلحاق الكتاب بعدد من الملاحق الهامة، كما وأضاف للكتاب جدولاً بمواد الدستور وذلك لتسهيل عملية البحث، ومما يجدر الإشارة إليه أخيراً هو أن المناقشات التي تم تناولها هنا تبدأ من سنة 1962 وتنتهي بتاريخ إصدار الكتاب.
