رواية "سيادة الرئيس" تعكس طبيعة الظرف السياسي الذي تعيش فيه الأمة العربية من تحديات مختلفة، أقلها خيبة الحاضر وإنتكاساته المريرة، وهو ما أراد قوله "عبد الله المعلم" الروائي القدير الذي حاول إستنهاض الهمم بقدر ما أراد أن يُسجل (روائياً) موقف إدانة وتعرية لما يحدث ويجري لهذه الأمة في حاضرها.
تبدأ أولى مشاهدة الرواية بخطاب للسيد الرئيس يتوجه به إلى الشعب بعدما حصل على ولايته الثانية على البلاد كرئيس منتخب من قبل الشعب، ليبدأ بعدها في رحلة إستحمام في النهر برفقة زوجته وابنه وابنته، فانطلق مبحراً على اليخت الذي سيقله وعائلته في تلك الرحلة النهرية... وفجأة، حدث ما لم يكن بالحسبان، كانت المعارضة تتربص للسيد الرئيس على متن يختٍ سياسي في عرض البحر وبدأت بإطلاق الرصاص بإتجاه السيد الرئيس وزوجته، ليجد الرئيس من عامة الشعب واسمه جميل فعمل على الإعتناء به، في وقت بدأت الشائعات في البلاد تتحدث عن مقتل السيد الرئيس.
بعد أن تعافى السيد الرئيس أراد الإتصال بالحرس الرئاسي ولكنه لم يكن يملك الرقم، وكلما اتصل بالبدالة العمومية، يطلب رقم القصر الجمهوري لأنه "السيد الرئيس"، يقابل بإستهزاء الموظف، وأخيراً قرر الذهاب إلى مخفر الشرطة، ليستقبله العسكري خلف الذي أودعه في الحاوية مع العساكر وكأنه مجرم قبضت عليه الشرطة، وليجره فيما بعد الضابط سمير إلى السجن... (زنزانة)... "نعم يا سيادة الرئيس إنها (زنزانة)... والمختصون كلهم في الداخل".
تتوالى الأحداث في الرواية ليظهر أن هناك شخص شبيه للسيد الرئيس واسمه "فاروق" فتبرز فكرة قتل الرئيس الحقيقي وتنصيب الرئيس المزيف رئيساً للبلاد!!...
