يتمحور موضوع الكتاب حول مفهوم التنمية من منظور إسلامي وذلك من خلال دراسته لفقه التنمية، وهو عبارة عن أوراق مؤتمر الإمام الخميني (الدين والتنمية) 1430هـ - 2009م، الذي أعدته هيئة مراسم إحياء ذكرى الإمام الخميني في كرزكان وفيه ملحق للكلمات التي ألقيت في هذه الذكرى بمشاركة مجموعة من المفكرين والمهتمين ومنهم السيد "مجيد المشعل" والشيخ "عبد المحسن النمر، والشيخ "عبد الجليل الزاكي" وآخرون؛ يعد هذا المؤتمر تظاهرة ثقافية، تقام بشكل سنوي إحياءً لذكرى رحيل مفجر الثورة الإسلامية في إيران الإمام "روح الله الموسوي الخميني".
يرتكز الكتاب على تبين أهداف التنمية في الإسلام مع رؤية عامة للإسلام تجاه التنمية، فضلاً عن إيضاح المنهجية الفقهية لعملية التنمية مع رؤية الإمام الخميني للتنمية؛ وعن رؤية سماحته تجاه التنمية نجد "أن التنمية تنطلق من الرؤية الشاملة والمتكاملة تجاه الإسلام وصلاحيته لإدارة الحياء بكل جدارة؛ فالإسلام لا يعارض التسلط على الطبيعة، وعمران الأرض، وتحقيق الرخاء للناس، ولكن منطلقات التنمية والعمران تختلف بين المنظور الإسلامي والمنظور الغربي المادي؛ ففي نظر الإمام الخميني، أن بناء البلد وعمرانه لا يتم بدون إحياء الثقافة والفكر الإسلامي الأصيل، وإنهاء آثار الحكم الطاغوتي من البلد، والنمو والإزدهار في المجالات المختلفة، كالتربية والتعليم، والعدالة الإجتماعية، والتربية الروحية والتقوى"...
كتاب هام يجمع ما بين العلم والإيمان بدراسته للقوانين والأحكام التي شرعها الله على أساس المصالح والمفاسد الموجودة في حياة البشر؛ "فالإسلام يؤكد ان هذه القوانين والأحكام قد جاءت على أساس تأمين المصالح وهذه المصالح قد ترتبط بالجسد أو الروح أو الأخلاق أو العلاقات الإجتماعية، أي أن الإسلام كشف عن أسرار وفلسفة الأحكام الصادرة".
