لا يمثل هذا الكتاب النتاج الأول لمؤلفه الذي سبق له أن شغل منصب مستشار مجلس الأمن القومي أثناء فترة رئاسة الرئيس الأميركي السابق جيمي كارتر، بل هو الأخير من سلسلة كتب تناولت الوضع السياسي العالمي في القرن العشرين ومعها الصراعات الأيديولوجية الكبرى التي كان لها وما زال التأثير الأكبر على مجرى الحياة العالمية الراهنة نذكر منها "ما بين عصرين" عام 1970 وكذلك "الفشل العظيم: ولادة وموت الشيوعية في القرن العشرين" عام 1989. يتطلع الكتاب بنظرة واقعية وشاملة إلى الأزمة الاقتصادية والأخلاقية في عالم اليوم وهو يمثل أيضاً تحليلاً لامعاً للاضطراب الجيوسياسي الراهن.
أو كما قال فيه الرئيس الأمريكي الراحل: "ينطوي الكتاب على تحليل لامع وعميق يفرض على المرء قدرته". يخفي الكتاب بين طياته تحذيراً ملحاً حيال واقع السياسة العالمية اليوم وما يمكن أن يحدث مع مستهل القرن الحادي والعشرين وأهم من ذلك حيال ما يجب منعه من الحدوث. فنحن نعيش اليوم في عالم يختلف كثيراً عن العالم الذي شرعنا نرسم ملامح إدراكه وريثما نبدأ ندرك الواقع الجديد سيكون العالم قد تغير أكثر وبطرق قد تبدو اليوم خارج حدود المألوف. لقد أدلى الكتاب اهتماماً أكثر لثلاثة أسئلة: 1-ما هي الأهمية التاريخية للفشل الكبير الذي لحق بالمبدأ القمعي خلال القرن العشرين بشكل عام والشيوعية على وجه الخصوص باعتبارها قوة أيديولوجية في الشؤون العالمية؟ 2-كيف سيكون الشكل الجيوسياسي والمذهبي لعالم القرن الحادي والعشرين؟ 3-ما هي مضامين الدور الأميركي المستقبلي والمجتمع الأميركي نفسه. بيد أن من الأهمية يمكن هذا القول أن هذا الكتاب لا يمثل كتاباً سياسياً يتضمن قائمة بحلول فورية لمشاكل معقدة، بل هو يتناول تيارات تاريخية متفاعلة وعميقة الجذور يتطلب تصحيح الخاطئ منها أولاً وقبل كل شىء عملية إعادة تقييم عميقة للقيم السياسية والاجتماعية الأساسية.
