يشتمل هذا الكتاب على قانون ضريبة الدخل دون غيره من التشريعات الضريبية والتشريع الضريبي الفدرالي في الولايات المتحده الامريكية ويركز فيه على الدول التي تأخذ بالنظام القضائي الثنائي عند الحديث عن التكييف القانوني لقدرات التقدير ومنهج الكتاب المنهج التحليل من خلال دراسة النصوص التشريعية دراسة تحليليه تشمل على استعراض اجتهادات الفقه والقضاء في هذا المجال، والإستعانة بالمنهج النقدي من خلال اجراء مقارنة بين التشريع الضريبي الأردني والمصري والتشريع الضريبي الفدرالي للولايات المتحده ويتناول الكتاب فصلين يتحدث الفصل الأول عن قرارات التقدير الضريبي من خلال معالجة طرق وإجراءات التقدير في الدول محل الدراسة ومدى انطباق نظرية القرارات القابلة للانفصال عن العمليات القانونية المركبة عليها ويتطرق الى إجراءات المراجعه الإدارية والقضائية في تلك الدول أما الفصل الثاني فيتناول معايير التمييز وبين الأعمال القانونية المختلفة وموقف الفقه الضريبي ويناقش الكتاب تطبيقات القضاء العادي والإداري لتلك المعايير مع إبراز التكييف القانوني المناسب لتلك القرارت وأثر ذلك على ضمانات الأشخاص ومدى صىحية القضاء الإداري بنظ منازعات الضرائب.
