يعد الصيدلي عنصراً لا غنى عنه في فريق الرعاية الصحية الذي يقدمه النظام الصحي في هذه الدولة أو تلك، وهو يؤدي وظائف مختلفة يسهم من خلالها في ضمان تقديم العلاج الأفضل، فالصيدلي شأنه شأن بقية أفراد الفريق الصحي من أطباء وممرضين صحيين، تقع على عاتقه مسؤوليات كبيرة تجاه الأفراد، فالمعلومات الصحية التي يقتنيها الصيدلي عن الدواء والمرض ونواحي أخرى تتعلق بالصحة تؤهله أن يلعب دوراً هامّاً في إرشادهم وتوجيههم والمحافظة على حياتهم.
وإزاء التغيرات التي طرأت على مهنة الصيدلة والتقدم والتطور الهائل الذي تواكبه دول العالم (ولا سيما الدول المقارنة)، وتحول دور الصيدلي من الدور التقليدي إلى دور الرعاية الصيدلانية، كل ذلك كان له الأثر الكبير في إتجاهنا نحو البحث في موضوع التنظيم القانوني لهذه المهنة في العراق، والإلتفات إلى دراسة ما تتضمنه القوانين والأنظمة المتصلة بها من قواعد منظمة للمهنة في جميع جوانبها، وضرورة إعادة النظر في هذه القواعد إذا ما شابها القصور أو الغموض.
ولعلّ أساس ذلك يكمن في أن القواعد القانونية التي يستند عليها التنظيم القانوني لمهنة الصيدلة في أي مجتمع من المجتمعات هي التي تحكم النشاط المهني للصيادلة، فتضبط سلوكهم وتحدد حقوهم وواجباتهم عن طريق تحديد شروط الممارسة المهنية وتوفير الرقابة والإشراف عليها من الجهات ذات العلاقة، بما يسهم في إيجاد قواعد قانونية للممارسة الصيدلانية الجيدة (في جميع جوانبها)، وأثر ما تقدم على تقديم أفضل الخدمات الصحية في البلاد من جهة ومواكبة التقدم العلمي والعملي للمهنة من جهة أخرى.
