إن المسألة المطروحة هي معرفة ما هي التغيرات التي أثرت في السلطة في المرحلة المعاصرة، وبخاصة في الديمقراطيات الغربية، وإذا لم تكن للسلطة ماهية مجردة تظل متطابقة مع ذاتها فإنه سيكون من الممكن تعيين التحولات التي تطرأ عليها بفضل تغير بنيات إجتماعية وأشكال الحكومة. وكي أبلغ مبلغ هذا التحليل للصور المعاصرة للسلطة تجدني إستفضت في أربع نفط هي على التوالي:
أولاً: تحليل التغيرات التي أثرت في المرحلة التي يظهر أنها فتحتنا عللى عالم معاصر مختلف جداً عن ذاك الذي عرفناه إلى حد الآن. لقد حاولت التفكير في لحظة الخروج من الحداثة بإبداع مفهوم جديد هو الحداثة المتطرفة للسياسة Ultra-modernite politique. يتعلق الأمر بالنسبة إلي بتشخيص diagnostic سياسي لمنعطف ق. XXL.
ثانياً: إن مسألة ظل السلطة فإنها صيغة استفهامية تتعلق بوضع منطق الدولة (*) raison d Etat في النظام الديمقراطي.
ثالثاً: فيما يخص العلاقة بين البنية السلطة وشكل الحكومة فإنني أحاول هنا تحديد مختلف العلاقات بين السلطة والوهم لأبين بأن الديمقراطيات عليها أن تنفلت من التناوب بين سلطة تستخدم (الأشياء والناس..) وسلطة مراقبة.
رابعاً: إن الدراسة التي تعني بالتحديد التي تعنى بالتحديد اللا قانوني للسلطة عند مشيل فوكو M Foucault تعيد إلى مركز التأمل فكرة تاريخ للسلطة.
