ينتمي كتاب "دستور العلماء" للعالم الهندي الأحمد نكري إلى الأسلوب الذي شاع بين بعض العلماء المسلمين كالشيخ البهائي والبحراني وغيرهما، والذي يقوم على مبدأ الجمع والتجميع بمواضيع شتى من مختلف ميادين المعرفة والعلوم من دون أن يكون هناك رابط بينهما، سوى الأهمية التي رآها الكاتب في الموضوع الذي اختاره.
لذلك فقد أتت مواضيع الكتاب في أجزائه الأربعة موزعة على الفقه واللغة والأدب والشعر والطب والصيدلة والتاريخ والأصول والسنة والطرفة والحكاية والفلك والقضاء والنجوم والفلسفة والأبراج، حتى ليمكن إطلاق تسمية (الكشكول) عليه إلى جانب الاسم الذي وضعه المؤلف.
والأمر الذي مكن الكاتب من اكتساب هذه المعرفة وهذا الاطلاع الواسع على مصادر التراث وكتبه هو وقوفه على مكتبات ضخمة تجمعت عنده. والكتاب، وإن كان ينتهي إلى الجهد التجميعي إلا أنه يكتسب أهميته من خلال عدة أمور، ولعل أهمها هي عملية التأريخ للفترة الزمنية التي عاش فيها الكاتب والتي كان فيها شاهد عيان على أحداثها ووقائعها والصراعات التي حدثت ووقعت فيها.
كما يؤرخ الكتاب كذلك لبداية انتشار وظهور المذهب الشيعي الاثني عشري في بلاد الهند والبنغال والكاتب وإن كان يعتنق المذهب السني إلا أنه تعاطى مع هذه المسألة بكثير من الموضوعية شاجباً ما أدت إليه الخلافات من فتن أوصلت إلى إراقة الدماء.
ويكتسب الكتاب أهمية أخرى هي أنه لجأ في بعض مواضيعه إلى المقارنة بين الآراء من دون أن يخفي الكاتب ميله إلى إحداها وخصوصاً في المواضيع التي تتعلق بالخلافات في الآراء الفقهية بين المذاهب الأربعة. والكتاب موزع على أربعة أجزاء، جاءت الأجزاء الثلاثة الأولى بالعربية في حين جاء الجزء الرابع في أغلبه باللغة الفارسية وهذا ما حذا بالمؤلف إلى ترجمته بما يقارب الحرفية.
