جاء صدور هذا الكتاب في ظل الظروف الصعبة التي تمر بها القضية الفلسطينية وانتفاضتها الباسلة، ويهدف الوصول إلى رؤية مستقبلية صحيحة لمسيرة الانتفاضة موقعها في البرنامج الاستراتيجي للتحرير. لذا كان البناء الموضوعي للكتاب يتألف من قسمين: الأول، يقوّم ما قطعته الانتفاضة من أشواط في مجال تنفيذ أهدافها، ويدرس العوامل الداخلية والخارجية المؤثرة على مسيرتها، ويستقصي إمكانيات تطوير إيجابياتها وتقليص آثارها السلبية. أما الثاني فخصص للبحث في مستقبل الانتفاضة بآفاقه ومحدداته، كما بحث في دور الانتفاضة في التحرير. الكتاب في أصله أوراق العمل التي قدمت في ندوة تحت الاسم عينه، والتي عقدها المركز في شهر أغسطس 1991، وقد شارك فيها نخبة من السياسيين وممثلي فصائل الانتفاضة الرئيسة وباحثين محايدين، نذكر منهم: سماحة الشيخ عبد الحميد السائح،والأستاذ هاني الحسن، الأستاذ محمد نزال، والأستاذ عزمي الخواجا، والأستاذ نواف الزرو وآخرون.
