يرصد الكاتب مؤشرات ظهور العلمانية في الفكر العربي – الإسلامي، منذ نشوء الدولة في الإسلام، ثم يسلّط الضوء على مفاهيم هذا المصطلح، والمؤثرات الفاعلة في ظهوره جلياً في عصر النهضة وما بعده، ليقرر، من ثم، أن العلمانية دخلت فلسطين من بوابة مصر وبلاد الشام.
وإذ يتتبع مظاهر العلمانية في الحركات والأحزاب السياسية الفلسطينية، يرى أن الفكر السياسي والاجتماعي الجديد لهذه الأحزاب، بتوجهاتها الايديولوجية المختلفة (الوطنية القومية، الماركسية) قد ارتبط بالإفرازات الاقتصادية والاجتماعية، كما ارتبط بتأثير الأجواء التحررية في الوطن العربي، والعالم.
ويعتقد المؤلف أن مفردات اللغة العلمانية انعكست في الوثائق التأسيسية لمنظمة التحرير الفلسطينية، في النظام الأساسي، والميثاق الوطني، وفي قرارات دورات المجالس الوطنية الفلسطينية، وفي البرامج السياسية للمنظمة منذ تأسيسها 1964 حتى دورة غزة 1996.
ويرى أن التحوّل في الفكر السياسي الفلسطيني (من برنامج الدولة الديمقراطية الواحدة على كامل التراب الفلسطيني، إلى برنامج الدولة الوطنية المستقلة على جزء من التراب الوطني الفلسطيني)، قد عبّر بوضوح عن تحوّل موازٍ في الصيغة العلمانية، من "علمانية سياسية جذرية (أو ثورية)" تعمل على تصفية الدولة العبرية وبنيتها الصهيونية، إلى "علمانية سياسية واقعية (أو مَرِنة)" في الوسائل والأهداف.
وفي يقين الكاتب أن حلّ إشكالية فصل الدين عن الدولة في المجتمع الفلسطيني تترابط عضوياً بقدرة العلمانية الفلسطينية بفصائلها ومؤسساتها على إنجاز البرنامج الوطني للشعب الفلسطيني؛ هذا الشعب الذي يبحث عن حريته أولاً وأخيراً، وليس عن نظريات وإيديولوجيات، وهي الفكرة الأساسية التي تجعل صيرورة العلمانية تستأنف انطلاقها من القاعدة إلى القمة.
