هذا الكتاب يلقي الضوء على نمط العلاقة بين الدين الإسلامي والدولة في بلد غالبية سكانه مسلمين 99% وينص دستوره على أن العلمانية هي أيديولوجية الدولة، وهذا يقود للحديث عن طبيعة العلمانية في تركيا وعلاقتها بالإسلام كدين للأغلبية. هل العلاقة هي علاقة توظيف أم صدام أم تعايش أم أنها تزاوج بين هذه الأنماط معًا وفق كل حالة وموقف؟ وما هي شروط كل علاقة من هذه العلاقات؟، وهل التطور الاجتماعي والسياسي للمجتمع نحو الانفتاح والتعدد يغير من طبيعة أيديولوجية الدولة ويجعلها تتحول من الصدام إلى التوافق والتعايش؟ أم أن وعي القوى الاجتماعية والسياسية الجديدة القادمة للساحة السياسية هي التي تطرح للنقاش العام ما كان محرمًا من قبل، ومن ثم تهز أسس الأيديولوجيات المحمية بقوة السلطة؟ أم أنهما معًا يعملان لبناء يوتوبيا جديدة تحرر الدولة والمجتمع من الأيديولوجيات المتصلة ذات الطابع القمعي لمرجعيات أكثر تكيفًا مع مطالب المجتمع والنظام السياسي، وما هو دور الإسلام في كل هذا التحول والتفاعل باعتباره العامل الذي يمكننا أن نصفه بالمستقل للتأثير في العوامل الأخرى باعتبارها متغيرة وتابعة؟، وهل ما يسمي "بالدين السياسي" الذي تحاول النظم الثورية أن تفرضه على مجتمعاتها لخلق عالم أفضل- كما في حالة الثورة الفرنسية أو الانقلاب الكمالي في تركيا-، أو "الدين المدني" وكلاهما مفهومين مختلفين يمكن أن يكونا بديلًا عن الدين الإلهي الذي جاءت به الرسل كتعبير عن حاجة فطرية وإنسانية ومجتمعية وسياسية في حالة الدين الإسلامي؟
المسألة السياسية والاجتماعية في تركيا تبدو ملغزة ومحيرة وإشكالية جعلت مصطلح "الدولة العميقة" أحد التعبيرات المفتاحية لفهم ألغاز السياسة التركية، وينقسم الكتاب إلى أربعة فصول: الأول بعنوان: الإسلام والتيارات الاجتماعية والفكرية في تركيا، والفصل الثاني بعنوان الإسلام والأحزاب السياسية قبل ظهور الرفاه، أما الفصل الثالث فهو بعنوان الخبرة السياسية لحزب الرفاه (1983- 1997م)، أم الفصل الرابع والأخير فهو بعنوان: حزب العدالة والتنمية ومستقبل الإسلام في تركيا.
