في دراسته عن الإسلام والتكوين السياسي للأمة العربية، يتبنى الدكتور طلال الزوبعي، سمة الإقتران والطبيعة الجدلية، منطلقاً من طبيعة التكوين السياسي للأمة قبيل الإسلام، لأن واحداته المتكونة من القبائب والعشائر والبطون، تمثل الأرضية التي تم عليها تشييد ذلك البناء، وبخاصة أن الإسلام حافظ على تلك الوحدات ووجهها بما ينسجم وأسس الرسالة المحمدية، ورفع بها من نصاب ولاء الفرد من القبيلة إلى الأمة. انطلاقاً من هذا الفهم يهتم المؤلف بالمفردات، ودلالاتها الإجتماعية والسياسية، ذلك لأنها معانٍ تتميز بالخصوصية المقترنة بتلك الرسالة، لذا نجده يتابع تلك المفردات لتحديد المراد منها، ومدى التغيّر الذي أصابها، بحيث أعطاها خصوصية المعنى في التكوين السياسي.
وهكذا، يعالج المؤلف الجدلية السياسية بين الإسلام (العقيدة والشريعة) وبين الوجود الطبيعي للعرب، وكيف تطور إلى بناء سياسي على مرّ التاريخ، ووسيلة المؤلف قياساً منطقياً، حدّد فيه شكل البناء السياسي ومراحل تطوره، استناداً لنصوص شرعية والقياس العقلي المستند إليها، وقراءته التاريخية لتطور هذا البناء إلى الشكل الحالي؛ وبرأي المؤلف "إن الدولة في الإسلام، ليست غاية لذاتها، وإنما هي وسيلة للدفاع عن أركان الإسلام والدفاع عن حقوق عباده، لذلك فالسيادة مزدوجة في الدولة العربية الإسلامية، فالسيادة لشرع الله (الشريعة)، والأمة المؤمنة بها، وليس السيادة للدولة لذاتها، مما يجعل قياس مفردات التفاعل السياسي (الحكم والشورى والمعارضة) تحمل صفة الدولة وأدوارها ...". وبهذا المعنى أراد المؤلف تقديم فهماً جديداً للأمة في الإسلام، يرتكز على التاريخ والإجتماع والجغرافيا، أكثر منه فهماً دينياً مقتصراً على أهل الحل والعقد ممن يحصرون الدين في نصوص، بدلاً من البحث عن الأسباب التي أدت إلى ظواهر لا تمت بصلة إلى أسس الدين الإسلامي الصريح في كتاب الله وسُنّة نبيّه عليه الصلاة والسلام.
