إن هذا الكتاب يأتي في ظل أوضاع متأزمة داخلياً وأقليمياً ودولياً، من هذا المنطلق يتطلع الكاتب إلى إيجاد حل عادل للمسألة القومية وفقاً للأعراف والقوانين الدولية التي تتيح للشعوب الإيرانية الحصول على كافة حقوقها القومية المسلوبة.
