لقد واجه لبنان، منذ إستقلاله، التحدي في إدارة شؤون إعماره وتنمية مناطقه وموارده، وقد كان لتكوينه العضوي، لجهة تعدّدية طوائفه، اليد الطولى في ترسيخ الحرية والديموقراطية فيه، والتركيز على النشاطات الفردية والحرية الإقتصادية والإنفتاح الحضاري، ممّا جعل منه البلد الأكثر نشاطاً وديناميكيةً في العالم العربي بالرغم من ضآلة موارده.
غير أن إيجابيات هذا الواقع التعدّدي رافقها تقزيم لدور الدولة وتسخير المصلحة العامّة لأهداف المصالح الخاصّة والطائفية، إن هذا التطور لم يقابله بالمثل قيام مؤسّسات الدولة بالدور الفعّال لمؤازرته ورعاية إنمائه ورقابته وتوجيهه نحو أهدافٍ سليمة.
وبدأت سلبيات هذا الخلل تبرز في أوائل الخمسينات مع بدء النمو السريع، خصوصاً في نطاق التمدّد العمرانيّ والتجهيزي وإنعكاسه على الحفاظ على البيئة والتراث الهندسي، وتفاقمت الأمور مع مرور السنين بالرغم من المحاولة الشهابية اليتيمة في أواخر الخمسينات.
وكان للعشرين سنة الماضية أثر كبير في التدهور في هذا المجال فبإنهيار الدولة والمؤسسات، نتيجة الحرب الأهلية وحجم الدمار، انتشرت الفوضى في البناء مع إنهيار الخدمات وتفشت ظهارة التعدّي على الأملاك العامّة وأصبحت معضلة التآكل البيئيّ الهاجس الأوَّل للّبنائيّين.
يمرّ لبنان الآن في مرحلة إعادة تكوين بنيته وتجهيزاته لتعويض ما فقده أثناء الحرب، ممّا سيشكل تكثيفاً وضغطاً كبيرين على المؤسّسات العامّة لإزالة رواسب النقص والتشويه في سني الحرب وتجنّب مخاطر الوقوع في تشويه آخر قد ينتج عن التسريع في إعادة إعماره.
إن هذا الكتاب يحتوي على مداخلات وآراء ومواقف على مدى أربعين عاماً، تتطرّق إلى موضوع العمارة في لبنان وأمور التنظيم المدني وإعادة الإعمار ودور المؤسسات والحفاظ على البيئة والتراث.
