هذا الكتاب جزء من أجزاء دائرة المعارف الحسينية، هو الجزء الأول من ديوان الشعر التركي الأذري والإسطنبولي، يتضمن الشعر الذي نظم في الحسين عليه السلام من القرن السابع الهجري إلى القرن العاشر الهجري، وهذا الشعر كان مضمراً رغم كثرة المتكلمين به، كما ذكر المؤلف في التمهيد القيّم والمفيد اللذي وضعه لهذا الجزء، متطرقاً فيه إلى تاريخ هذا الشعر، ومعدداً للشعراء الأتراك، لينتقل بعد ذلك إلى الحديث عن اللغة التركية وتاريخها وحروفها ورسمها، ليكشف أنها كانت في الأساس عربية إلا أنها تحولت إلى اللاتينية بعد قيام الثورة الأتاتوركية التي أسقطت الإمبراطورية العثمانية إلى جانب العديد من المعلومات الهامة حول ذلك الشعر وتلك اللغة.
فعليه، يختص هذا الجزء بعرض الشعر التركي الأذري والإسطنبولي، ليتضمن مائتين ومقطوعتين، نظمت في القرن السابع الهجري إلى العاشر الهجري مع ترجمتها إلى العربية بطريقة السجع مع ذكر الشاعر وتاريخ نظم الشعر وشرح المفردات وذكر المقطوعة بالحرف العربي كما كتبت أولاً ثم بالحرف اللاتيني كما هي عليه حالياً.
