إن من الصعب حقاً عقد مقارنة متوازنة بين الخدمات التي كانت متوافرة في المدن العراقية القديمة، وبين ما هو متوافر فيها حالياً، لا من حيث تنوع وشمول وتلك الخدمات ولا من حيث كفاءتها ومدى تقدمها وتطورها، ومع ذلك تشير المعلومات المتيسرة من خلال النصوص المسمارية إلى وجود بعض الخدمات في المدن، وفرتها حكومات المدن أو إدارتها في العصور التاريخية القديمة، تعد على درجة كبيرة من التقدم حتى بالنسبة إلى مقاييسنا الحديثة في مجال الخدمات المقدمة، ويمكن تلمس ذلك من خلال دراسة وتحليل بعض النصوص القانونية التي ترقى بتاريخها إلى أربعة آلاف سنة مضت تقريباً.
ومن هذا المنطلق جاء إختياري لموضوع الدراسة؛ إذ يعد من الموضوعات المهمة في الدراسات الإثارية والتاريخية القديمة، ولا سيما أن معظم ما تناوله الباحثون اقتصر على دراسة جوانب معينة منها، دون التعمق في تفصيلاتها الواسعة من حيث تنوع مجالاتها وكفاءتها ومدى تقدمها وتطورها في نواحي الحياة العامة.
وبسبب سعة الموضوع وشموليته، فقد ركزت هذه الدراسة على العصور التاريخية إبتداءً من عصر فجر السلالات السومرية (حدود 2800 ق. م) وحتى نهاية العصر البابلي الحديث (حدود 539 ق.م) معتمداً في ذلك على ما ورد في النصوص المسمارية من معلومات مفصلة ودقيقة فيما يخص الخدمات وأهميتها الحيوية في مختلف جوانب الحياة.
