إن من الصعب حقاً عقد مقارنة متوازنة بين الخدمات التي كانت متوافرة في المدن العراقية القديمة, وبين ما هو متوافر فيها حالياً, لا من حيث تنوع وشمول تلك الخدمات ولا من حيث كفاءتها ومدى تقدمها وتطورها, ومع ذلك تشير المعلومات المتيسرة من خلال النصوص المسمارية الى وجود بعض الخدمات في المدن, وفرتها حكومات المدن او إداراتها في العصور التاريخية القديمة, تعد على درجة كبيرة من التقدم إن من الصعب حقاً عقد مقارنة متوازنة بين الخدمات التي كانت متوافرة في المدن العراقية القديمة, وبين ما هو متوافر فيها حالياً, لا من حيث تنوع وشمول تلك الخدمات ولا من حيث كفاءتها ومدى تقدمها وتطورها, ومع ذلك تشير المعلومات المتيسرة من خلال النصوص المسمارية الى وجود بعض الخدمات في المدن, وفرتها حكومات المدن او إداراتها في العصور التاريخية القديمة, تعد على درجة كبيرة من التقدم حتى بالنسبة الى مقاييسنا الحديثة في مجال الخدمات المقدمة, ويمكن تلمس ذلك من خلال دراسة وتحليل بعض النصوص القانونية التي ترقى بتاريخها الى أربعة الاف سنة مضت تقريباً.
