يقول عمر وبن الجاحظ في سبب تأليف كتابه، أنه لما خص الله عز وجل الملوك بكرامته، وأكرمهم بسلطانه، ومكن لهم في البلاد، وخولهم أمر العباد، أوجب على علمائهم تعظيمهم، وتوقيدهم، وتعزيزهم وتقريظهم، كما أوجب عليهم طاعتهم، والخضوع لهم، ومنها أن أكثر العامة، وبعض الخاصة، لما كانت تجهل الأقسام التي تحب لملوكها عليها حصرنا آدابها في كتابنا هذا لنجعلها قدوة لها، وإماماً لتأدبها، وبعد فإن كتاب "التاج في أخلاق الملوك" قد دار جدل نسبته إلى الجاحظ وقد حاول بعض المحققين والشراح استبعاد نسبه إليه، لأن اسمه لم يرد في عداد أسماء الكتب التي ذكر الجاحظ أنه ألفها في مقدمته لكتاب "الحيوان"، وهذا السبب غير معقول لأن التاريخ وضع هذا الكتاب متقدم على تاريخ وضع الجاحظ لكتابه "الحيوان" هذا أولاً وثانياً ولأن المستقرئ لأسلوب هذا الكتاب، ولأغراضه عامة، يدرك التشابه العظيم القائم بينه وبين سائر المصنفات الجاحظية.
وبالعودة إلى محتوى الكتاب يرى القارئ أنه يتضمن أبواباً يضاف إلى المقدمة دار الحديث في تلك الأبواب حول الدخول على الملوك، ومطاعمتهم، ومنادمتهم، وفي صفات الندماء وما يجب للملوك عند الرعية من حسن الأدب، في حالتي الهزل والجد، ولا يفوت الجاحظ، خلال ذلك، أن يذكر صنوفاً من الأحاديث، وألواناً من الطرائف، يستمدها من التاريخ العربي حيناً، ومن التاريخ الفارس أحياناً، متحدثاً عن أخلاق الملوك والشعوب، على اختلاف ديارها، محاولاً بعد كل حديث أن يضع الخطوط العامة، بصورة غير مباشرة، للأدب الاجتماعي الرفيع، وإذا كان لهذا الكتاب من مزية، فمزيته قائمة على خلوة من الكلام المستكره المستهجن، الذي ينبو عن الآداب، وتمجه الأسماع والأذواق، وهو عمل يسجل للجاحظ بعد ما سجل عليه في كثير من كتبه الأخرى كثير من الانتقادات، لهذه الجهة.
