يضم هذا الكتاب بين دفتيه الكثير من الآداب والتقاليد المتعارف عليها في عصر الجاحظ، فكان بمثابة مرآة تتجلى فيها مشاهد حياة الخلفاء والأمراء في حفلاتهم وشئونهم الخاصة وقصصهم في ليالي أنسهم وما كانوا يصنعون في مسارح لهوهم ومراتع طربهم، ومجالسهم الترفيهية في الأغاني والمنادمة ومجامعهم في الملاعبة والمراعبة ، وطرقهم الملوكية والنظم السياسية الخاصة التي اقتبسها العرب من الفرس وغيرها من الأمم، وخاصة في عهد المأمون، مما يظهر مقدار التأثير الكبير الذي كان للحضارة الفارسية في الحضارة الإسلامية على عهد العباسيين. وتعرض الكتاب لبيان الأدب في الدخول على الملوك، ومنادمتهم، وفي صفات الندماء وما يجب للملوك عند الرعية من حسن الأدب، في حالتي الهزل والجد.. ويذكر، في ثنايا كتابه،بعضاً من الأحاديث و الطرائف، يستمدها من التاريخ العربي حيناً، ومن تاريخ الفرس أحياناً أخرى، متحدثاً عن أخلاق الملوك والشعوب، على اختلاف ديارها. وتكمن أهمية الكتاب في أنه يمثل نفيسة من نفائس التراث الأدبى في الفكر السياسي .
