أدى تطور نظام العلاقات الدولي إلى اتجاه أسواق أوروبا الأطلسية لتنظيم تنافسها وتنسيق مصالحها المشتركة وتوحيد جماركها وأسعار منتوجاتها (السوق الأوروبية المشتركة، سوق أميركا الشمالية) مقابل اتجاه أسواق دول العالم الثالث إلى التفكك والتنافر الأمر الذي سهل للقوى عمليات تقسيم اقتصادها وأسواقها وتحول شعوبها إلى ضحايا في "دول سياسية" منفصلة عن بعضها والى أطراف مرتبطة مصلحياً مع دول المركز الأوروبي، الأطلسي، وخطوة خطوة أخذ الانقسام القومي- الديني إلى التقسيمات السياسية، ينتج شروطه الاقتصادية الداخلية فانعكس الأمر سلباً على اقتصاديات دول العالم الثالث وحولها إلى شعوب مستهلكة والى أمم تنافسية تعتمد على إنتاج واستخراج السلعة نفسها أحياناً في تجاربها الخارجية مع دول المركز، ونظراً لهذه المستجدات من أهمية عملية عنى مجموعة من المفكرين الاقتصاديين والسياسيين بكتابة بعض المقالات التي تطرح معالجة جذرية لأسباب التكتلات الأوروبية ونتائجها على موضوع الاقتصاد العربي، وهذا الكتاب يتضمن مجموعة مقالات سبق نشرها في صحف ودوريات عربية بين (1990-1992) دارت عناوينها الرئيسية حول: هل نخسر معركة السلم بعد أن خسرنا الحرب، دور النفط العربي في الاقتصاد العالمي، أهمية الاستثمار الداخلي في السوق العربية، العلاقات الاقتصادية بين الشمال ودول الجنوب، ولعل محتوى هذا الكتاب بما يضم من مقالات وأوراق تشكل مساهمة نافعة لمعالجة الدور المستقبلي لموقع الاقتصاد العربي وتقدم خدمة جادة لراسمي السياسية في العالم العربي.
