هذا في الوقت الذي تلوذ فيه الدول الكبرى بمحيطها وتوسعه، وتظهر في أمريكا اللاتينية وآسيا وأفريقيا مشروعات وتكتلات اقتصادية مثل نافتا، الأبيك، الآسيان والكوميسا فضلاً عن ميركوسور ومجموعة الأندية والسوق المشتركة لأمريكا الوسطى والسوق الكاريبي...
لقد أصبح الوضع بالنسبة للعالم العربي مسألة نكون أو لا نكون، مسألة حياة أو موت، والتكامل الاقتصادي هو أول وأقوى التحديات.
