يُعتَبرُ هذا الكتابُ صرخةً موجَّهةً إلى الشُّعوبِ الإِسْلاميةِ وإلى وُلاةِ الأمرِ فيها، باعتبار أنَّ الإسلامَ هو خاتَمُ رِسالاتِ السَّماء، وأنَّ الشريعةَ الإسلاميةَ هي المَصدرُ الأساسيُّ لكلِّ الحُقُوقِ والحُرِّيَّاتِ الأساسِيَّةِ للإنسان منذُ أكثرَ مِنْ أربعةَ عشَرَ قَرْناً. كما يُعَدُّ بياناً لحُقوقِ الإنسانِ مُستَمَدًّا مِنَ القُرآنِ الكريمِ والسُّنَّةِ النَّبَوِيَّةِ المُطَهَّرة، والتي هي حُقُوقٌ أبَدِيَّةٌ لا تَقْبَلُ الحَذْفَ والتَّعدِيل، ولا النَّسْخَ ولا التَّعطِيل.
وقد اعتُبِرتْ الشَّرِيعةُ الإسلاميَّةُ أوَّلَ مَنْ وَضَعَ وثيقةً لحُقوقِ الإنسان، وذلك عندما أسَّسَ رسولُ الله صلى الله عليه وسلم الدَّولةَ الإسلاميةَ بعدَ هجرته إلى المدينةِ المنورة مباشرةً، والتي تُعدُّ أوَّلَ دُستُورٍ تمَّ جمْعُ الناسِ فيه على أساسِ المُواطَنةِ دون تفريقٍ في الجنس أو اللَّون أو اللُّغة، فقد أصبحَ يهودُ المَدِينة المُنوَّرةِ جُزْءَاً لا يتَجَزَّأُ مِنَ النَّسِيجِ الاجتماعيِّ للدَّولةِ الإسلامية، لهم حرِّيةَ الدِّين والاعتقاد، ويجري عَلَيهم ما يجري على غيرِهم مِنَ المُسلِمِين.
كما خَطَّ نبيُّنا الكريمُ عليه أفضلُ الصَّلاةِ والتَّسليمِ يومَ فتحِ مكَّةَ وفي حَجَّةِ الوَداع أَسمَى مبادئِ حُقوقِ الإنسان، والتي لا يُمكِنُ لأيِّ قانونٍ وضعيٍّ بَشرِيٍّ أنْ يتخيَّلَها فضلاً عن أنْ يَسُنَّها، والتي لا يُمكِنُ لأيِّ قانونٍ وضعيٍّ بَشرِيٍّ أنْ يتخيَّلَها فضلاً عن أنْ يَسُنَّها.
هذا الكتاب موسوعة في حقوق الإنسان الذي أدرجها الإسلام، وقد جاءت هذه الموسوعة في ستة فصول وفق ما يلي: الفصلُ الأوَّلُ في تعريفِ حُقوقِ الإنسان، والفَصلُ الثاني في التَّطوِّر التَّارِيخيِّ لِحُقوقِ الإنسان، والفصل الثالث تحدَّث عن أضواء حولَ حُقوقِ الإنسان في الإسلام، والفصل الرابع تحدَّث عن مبادِئِ حقوق الإنسان في الإسلام.أما الفصل الخامسُ فتحدَّثَ عن حقوقِ بعضِ الأشخاص بحُكم وضعيَّتِهم. وأخيراً عَرَضَ الفصلُ السَّادسُ مقابلةً بينَ حقوقِ الإنسان في الإسلام والوثائق الوضعية.
