ذهب الإنسان للاعتقاد بأن نهاية القرن الماضي، كانت مقدمة ميمونة إيذاناً بانتهاء عصر الصراع الإيديولوجي والعسكري والثقافي الدولي بانتهاء الحرب الباردة، والإعلان عن البدء في إعادة البناء السياسي والاقتصادي والاجتماعي، على أسس جديدة لمنظومة دول حلف وارسو، على قاعدة الانهيار الذي كان قد ضرب النظام الاشتراكي العالمي، وعلى رأسهم الاتحاد السوفييتي السابق إذاً فإن الاعتقاد الذي ساد تلك الفترة، كان موجهاً بضرورة النظر إلى المستقبل بتفاؤل كبير في إمكانية بناء نظام إقليمي ودولي جديد، يكون نظاماً آمناً ومستقراً، قائماً على الاحترام المتبادل بين جميع مكونات المجتمع الدولي يعتبر القانون الدولي كنزاً ثميناً مــن أهم الثروات الحضارية لدى المجتمع الإنساني، لما يحتويه من قيم إنسانية عظيمة، يختزلها في بنيته الأساسية، يربي الإنسان والمجتمعات الإنسانية على حب الذات الإنسانية، ويعتبر الأداة الأساسية الأهم في التنظيم والمعالجة الدولية عند أصعب الحالات، وفي مختلف الأوساط والمجالات الاجتماعية الدولية، التي يمكن أن تعصف في بنية العلاقات الدولية، وبالتالي فإن النظام الدولي الجديد يجب أن يسعى لضم عدد أكبر من المعايير الدولية المختلفة، تكون قادرة على تحقيق مستوى عالٍ من التنظيم والمعالجة، وتحقيــق العدالة لجميع الشعوب، وفرض الأمن والسلام العالمي المطلوب.
