﴿ كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنْكَرِ وَتُؤْمِنُونَ بِاللَّهِ وَلَوْ آَمَنَ أَهْلُ الْكِتَابِ لَكَانَ خَيْرًا لَهُمْ مِنْهُمُ الْمُؤْمِنُونَ وَأَكْثَرُهُمُ الْفَاسِقُونَ ﴾... [ سورة آل عمران : 110]
وكان النبي محمد صلى الله عليه وسلم خاتم الأنبياء قد تمكن بالإعتماد على نصوص القرآن الكريم وبأسلوبه وفصاحته ورجاجة عقله، من نشر الدين الإسلامي بين أسرته وقبيلته أولاً ثم بين القبائل والدول المجاورة ثانياً، في وقت كانت غالبية القوانين وخصوصاً قانون الدبلوماسية هي من إبتكارات البيزنطيين والرومان والفرس والإغريق، إلى أن جاءت الشريعة الإسلامية بأحكام وقواعد جديدة تخص القانون الدولي العام والقانون الدبلوماسي، والفروقات بينهما لم تكن كبيرة جداً.
كتابنا المتواضع حاول جاهداً أن يظهر معالم التوافق بين قواعد وأحكام الشريعة الإسلامية وما موجود من قوانين وضعية في أيامنا المعاصرة والتي كانت نتاج مؤتمرات وإتفاقات دولية انبثقت عنها هذه القوانين نذكر منها إتفاقيات جنيف ولاهاي وفيينا وسان فرانسيسكو.
