ينبغي التأكيد منذ البداية على أن ثقافة الفقر التي اتجهت هذه الدراسة لفهم دلالتها الإجتماعية والإقتصادية والنفسية، إنما انطلقت حينما ظهرت شواهد واقعية تبين وتظهر سلوكاً مشتركاً لجماعة من الناس يعيشون حياة مشتركة ويتبنون مواقف موحدة إزاء مواقف الحياة ومجرياتها وتحدياتها ومعوقاتها وإخفاقاتها المتكررة لنمط حياتي يعيش ظروفاً قاهرة ي منطقة مهمشة، تكاد أن تكون منسية، تفتقر إلى أبسط شروط الحياة الإنسانية.
وتعاني من نقص حاد في الخدمات إبتداء من حالة المسكن مروراً بتفاصيل الحياة اليومية من علاقات وغذاء وملبس وطريقة تعامل مع الجيران والمجتمع إلى إفتقار السكان إلى أساليب حياتية تتفق وطبقة الحياة المعاشة للإنسان في مناطق أخرى.
وإذا كان إهتمام الأنثروبولوجين ينصب أساساً على دراسة ثقافة الإنسان في كل مكان، فإن الدراسات الحديثة وبمنهجيتها المتجددة ألقت بإهتمامها على دراسة الأحياء المهمشة والفقيرة في المدن.
وقد كانت لدراسة (أوسكار لويس) الرائدة أثر كبير في فهم أهمية مثل هذه الدراسات بالنسبة لعلم الإجتماع والأنثروبولوجيا ولمخططي التنمية الحضرية والبشرية، إذ وجد في دراسته المشهورة عن المناطق المهمشة والفقيرة.
إن ثقافة الفقر تعني طريقة حياة بتوارثها الأجيال عن طريق تعلمها وإكتسابها في عملية التطبيع الإجتماعي والتنشئة الإجتماعية داخل الأسرة والمجتمع، وهي تعد في نظره ثقافة فرعية مشتقة من النسق التقليدي، وقد تبلورت وتكونت نتيجة تقادم الأجيال التي تعيش في مثل تلك الظروف.
