المواطنة هي حالة الإنتماء إلى مجتمع واحد يضمه بشكل عام رابط إجتماعي وسياسي وثقافي موحد في دولة معينة، وتبعاً لنظرية "العقد الإجتماعي" لجان جاك روسو؛ المواطن له حقوق إنسانية يجب أن تقدم إليه وهو في نفس الوقت يحمل مجموعة من المسؤوليات الإجتماعية التي يلزم عليها تأديتها.
وينبثق عن مصطلح المواطنة مصطلح "المواطن الفعال" وهو الفرد الذي يقوم بالمشاركة في رفع مستوى مجتمعه الحضاري عن طريق العمل الرسمي الذي ينتمي إليه أو العمل التطوعي.
