في هذا الكتاب ترجمة أمينة باللغة العربية لكتاب "الأوراق الفدرالية" التي كتبها ثلاثة أعلام من أعلام الفكر السياسي الأمريكي وهم جيمس ماديسون، والكسندر هاملتون، وجان جي.
وقد نشرت هذه الأوراق التي بلغ عددها 85 ورقة في الصحف المحلية في ولاية نيويورك مخاطبة أهالي تلك الولاية منذ النصف الثاني من عام 1787 وحتى منتصف عام 1788 تقريباً.
والدرس الأول الذي يمكن تعلمه من هذه الأوراق هو كيفية التعلم من الأحداث التاريخية، فهذه الأوراق تذهب إلى أعمق من مجرد وصف الأحداث إلى تحليل الأسباب التي أدت إليها، والدرس الثاني الذي نتعلمه من هذه الأوراق هو أن الثورة التي تهدف إلى بناء دولة عصرية وأمة عصرية وتتوقف عند إعلان إستقلالها، ليست بثورة، فهذه الأوراق تخبرنا بكل وضوح أن الثورة هي وسيلة وليست غاية بحد ذاتها، حيث يجب أن خلالها تحقيق الحرية والعدالة والسعادة للجميع.
أما الدرس الثالث الذي يمكن أن نستقيه من هذه الأوراق هو الطريقة التي يمكن للسياسيين وواضعي التشريع والمثقفين من خلالها خلق الوحدة من بين التنوع، فالنظام السياسي الأمريكي الفضفاض الذي برز بعد الثورة الأمريكية عام 1776 كاد أن يخلق صراعاً بين الثلاث عشرة ولاية حول المصالح الإقتصادية، فقد اقترح كُتّاب "الأوراق الفيدرالية" حلاً لهذه القضية: وهو الدولة الفدرالية، ولفتوا الإنتباه إلى "أن أولئك الذين يدعون إلى الإنفصال إنما يعملون ضد مصالحهم".
والدرس الرابع، وهو درس مهم، فهو مفيد بأن لا شيء يمكن أن يؤخذ على أنه مسلّم به، فكل شيء يجب أن يخضع للتجربة.
