والمعلم هو المسؤول الأول عن تنمية شخصية المتعلم في ضوء الإلمام بتلك التغيرات العالمية، والتطورات السريعة المتلاحقة غير المسبوقة والتي لا بد من أن يصاحبها تغيرات مجتمعية، وتحديات جديدة، وذلك لا يحدث إلا بإجراء إصلاحات شاملة للنظم التعليمية في معظم دول العالم.
وقد بدأت اليمن محاولة الإصلاحات التعليمية بتنمية معلمي التعليم الثانوي العام؛ لأن التجديد والتطوير المرغوب، ومستقبل التعليم، بل مستقبل المجتمع كله رهن الإرتقاء بمستوى المعلم لما له من أدوار جديدة تنتظره، مع المسؤولية الملقاة على عاتقة من توجيه ثقافة طلابه وفكرهم، وقيمهم، وسلوكياتهم، وإتجاهاتهم لطلابه ودوره كموجّه، ومرشد، وقائد وغيرها من الأدوار الكثيرة الموكلة إليه.
وعلى الرغم من الجهود التي تبذلها المؤسسات التربوية المعنية بالتنمية المهنية للمعلمين في اليمن فإن هناك أوجه قصور في أداء المعلمين، وفي البرامج التي تستخدم في التنمية المهنية؛ إذ انها لا تقوم على التنوع وإنما يشوبها قصور التركيز على الجوانب التربوية التقليدية، الأمر الذي يستلزم تحديث وتطوير برامج التنمية المهنية المستمرة لمعلمي التعليم الثانوي العام في اليمن.
