يستخدم مفهوم النظام السياسي للدلالة على الطريقة المحدّدة التي تنظم بها السلطات العامة في الدولة، فهو إذن "الشكل الذي يتخذه الحكم في الدولة"، وتتميّز الأنظمة السياسية تبعاً لقواعد الدستورية التي تحدّد أشكال المؤسسات السياسية في الدولة.
لقد تعرّض مفهوم النظام السياسي لتطوّر مستمر، فبينما يرى البعض أنّ تحديد النظام السياسي يقتصر على معرفة شكل الحكم في الدولة وعملية تنظيم السلطات العامّة وصلاحياتها في الدستور، نجد البعض الآخر الذي يعتبر هذا التحديد قاصراً عن مواكبة المتغيرات في المجتمعات السياسية، سيّما وأنّ تلك المتغيرات قد تكون مترابطة مع عناصر تغييرية أخرى.
وهذا ما يدرسه المنتظم السياسي الذي يعتبر أوسع من النظام السياسي، لأنه يشمل المؤسّسات السياسية وعلاقاتها بمختلف عناصر المنتظم المجتمعي، أي العناصر الإقتصادية والثقافية والتاريخية والأيديولوجية...
يمكن القول أنّ النظام السياسي يشكّل منتظماً فرعياً بالنسبة للمنتظم السياسي، لكن هذا المنتظم يرتبط إرتباطاً وثيقاً بكل العناصر المكوّنة للمنتظم الإجتماعي.
تنقسم دراستنا في هذا الكتاب إلى بابين اثنين: في الباب الأول تعتمد على الجانب النظري من خلال توضيح مفهوم النظام السياسي وعلاقته مع المنتظم السياسي، إضافة إلى شرح نظرية فصل السلطات وعملية تصنيف الأنظمة السياسية الديمقراطية، ومعايير تطّورها.
أما في الباب الثاني: ننتقل إلى الجانب التطبيقي، حيث نتحدّث فيه عن أبرز نماذج الأنظمة السياسية في العالم إنطلاقاً من الدول الكبرى (فرنسا - أميركا - روسيا - الصين وبريطانيا) وصولاً إلى نموذج الدول الفدرالية في كلٍ من ألمانيا وسويسرا.
إنّ هذه الدراسة موجّهة لجميع المهتمّين بالمعرفة والثقافة السياسية لا سيما طلّاب الحقوق والعلوم السياسية والإدارية.
