اعتقد الغرب المنذهل بعد صبرا وشاتيلا، للوهلة الأولى، أن القضية لا تتعدى كونها مجرد انقلاب في الأدوار. وترك تقرير كاهانا عدداً من المسائل المحجوبة حول طبيعة التورط الإسرائيلي المباشر في المجزرة، بينما أكد على الإرادة المتعمدة لتنفيذ المجزرة عند من أسماهم "وحدة من القوات اللبنانية".
