هذا الكتاب، هو الأول من مجموعة كتب أربعة، استبعدت الحروب وبناء الإمبراطوريات لتتبع كل ما يخدم بناء الحضارة ومصلحة الشعوب في عالمنا القديم، متعرضة لأسس الحكم والعدالة وأصول ممارستهما تحقيقاً لتلك العدالة.
ويشير الكتاب إلى المراسيم التي كان يصدرها الحاكم معلناً العفو العام، عن الديون والرهون أو الضرائب التي كانت تثقل كاهل الشعب، ونخول الحر عبداً يعمل لدى دائنه، تحرره وتعيد إليه ممتلكاته.
كما يشير الكتاب إلى الحكام والملوك الذين اشتهروا بعدالتهم، حتى أنهم دخلوا عالم الأسطورة في عصر بطولي كان في أساس حضارة عالمنا القديم.
بغية نشر العدالة، وترسيخ أسسها، ولكي لا يظلم القوي الضعيــف، ومحافظـــةً عــلى حقــــوق الأرمـــلة واليتيــم، فـــإن حكام وملوك العالم القديم. شرعوا، وكانوا أول من وضع قواعد التعامل بين أفراد المجتمع، عن هؤلاء، نشير إلى ما وصلنا عنهم من تشريع وأشهرهم هو "حمورابي" الذي يتوقف الكتاب عند مقدمة تشريعه وحصره على شمول جميع مدن البلاد، طالباً من كل مظلوم، أن يقترب من مسلته الشهيرة، ليتعرف على حقوقه.
