يكاد ينحصر الحديث عن الإصلاح التربوي في موضوع تطوير الناهج الدراسية أو تعديلات في الكتب أو المباني أو الوسائل التعليمية، ومع تقدير أهمية هذه الجوانب، إلا أن الشيء المؤكد في هذا الشأن هو أن المعلم وإعداده وتدريبه يجب أن يعطي الاهتمام الطافي باعتباره من أهم العوامل الكامنة وراء نجاح العملية التربوية. ولا شك في أن اهتمام المجتمعات بنقل المعارف والقيم إلى الأجيال الجديدة هو السبب الأساسي في الاهتمام بأمور وقضايا إعداد المعلمين وتدريبه باعتباره قائداً مؤثراً في تلاميذه بصورة واضحة، ومسؤول عن عملية التنشئة الاجتماعية ومن ناحية ثانية تعد المواد الاجتماعية باعتبارها مواد مأخوذة من مجال أوسع هو مجال العلوم الاجتماعية، تعدّ مواداً على درجة كبيرة من التجريد، ولذلك فإن مشكلاتها ترجع إلى حد كبير إلى عاملين أساسيين، أولها هو طبيعة المواد الاجتماعية ذاتها، وثانيها هو أساليب التدريس المستخدمة. وهذا يشير إلى أن المسألة متعلقة بداية بمعلم المواد الاجتماعية ومدى تمكنه من المادة العلمية من ناحية، ومدى تمكنه من كفاءات تدريسها من ناحية أخرى.
وتجدر الإشارة إلى أن أسلوب إعداد المعلم قبل الالتحاق بالخدمة، وكذا أسلوب تدريبه في أثناء ممارسته للمهنة يحتاجان دائماً إلى المراجعة والتطوير شأنهما في ذلك شأن أي مقوم من مقومات العملية التعليمية، إذ أن هناك الكثير من المتغيرات التي تثير بدرجات متفاوتة في نوع الأداء الذي يملكه المعلم، وكذلك مستويات ممارسته لهذا الأداء حينما يكون بصدد تدريس المواد الاجتماعية، فهناك متغيرات تتعلق بطبيعة المعرفة، ومتغيرات متعلقة بالتعليم ذاته، وكذلك متغيرات اجتماعية وثقافية وعالمية وغيرها، ومن ثم فإن أسلوب إعداد معلم المواد الاجتماعية يجب أن يخضع للتطوير الدائم شأنه شأن أي معلم آخر.
من هذا المنطلق يأتي هذا الكتاب الذي يضم دراسة تهدف إلى تقويم البرامج الحالية المستخدمة في إعداد معلم المواد الاجتماعية بدولة الكويت من خلال معيار خاص يعد لهذا الغرض، وذلك من خلال استخدام المنهج الوصفي وهذا ما استدعته طبيعة هذه الدراسة.
