إن الإمامة رياسة تامة وزعامة عامة تتعلق بالخاصة والعامة في مهمات الدين والدنيا متضمنها حفظ الحوزة ورعاية الرعية وإقامة الدعوة والانتصاف للمظلومين من الظالمين وإستيفاء الحقوق من الممتنعين وإيفاؤها على المستحقين.
وقد صنف الأئمة الثقات في أحكامها وشروطها وفروعها الكثيرة مصنفات قيمة كان في مقدمها كتابا القاضيين الكبيرين أبي الحسن الماوردي وأبي يعلى الفراء المنعوتان بـ(الأحكام السلطانية). وقد انتهج نهجهما واقتفى أثرهما الإمام يوسف ابن عبد الهادي في كتابه القيم الموسوم بـ (إيضاح طرق الاستقامة في بيان أحكام الولاية والإمامة) فوضع فيه عشرة أبواب ذكر فيها مسميات الحكام والولاة والشروط الواجب توفرها فيهم وفضل الولاية وثوابها وما للحكام من الحقوق وما عليهم ثم ختم بذكر تواريخ ووفيات الولاة والحكام والسلاطين بدءاً من عهد النبي صلى الله عليه وسلم حتى عصره. هذا وقد تم بفضل الله تعالى الوقوف على النسخة الخطية الفريدة لهذا الكتاب وهي النسخة المحفوظة بدار الكتب الظاهرية بدمشق تحت رقم (3301) وهي بخط المؤلف المعروف بغرابة الشكل وصعوبة القراءة وقلة الإعجام وتقع (167) ورقة حصل فيها خرم بين الباب الخامس والسادس بمقدار عشرين ورقة وجاء على غلافها تملك بخط العلامة ابن طولون المتوفى سنة (953هـ) وعليها وقفة للكتاب على مدرسة شيخ الإسلام أبي عمر بالصالحية. هذا وقد تم تحقيق هذا الكتاب وفق الخطة الآتية: 1- نسخ الأصل المخطوط اعتماداً على النسخة الخطية المشار إليها آنفاً وذلك بحسب رسم وقواعد الإملاء الحديثة. 2- معارضة المنسوخ بالمخطوط للتأكد من صحة النص وسلامته. 3- مقابلة المنسوخ بالمصادر المطبوعة التي نقل عنها المؤلف كـ (الأحكام السلطانية) لأبي يعلى و(الفروع) لابن مفلح و(العبر في خبر من غبر) للذهبي وغيرها من الكتب. 4- عزو الآيات القرآنية الكريمة إلى المصحف الشريف بذكر اسم السورة ورقم الآية وجعل العزو بين معكوفتين في صلب النص وإدراجها برسم المصحف الشريف. 5- تخريج الأحاديث النبوية الشريفة تخريجاً لائقاً بالنص المحقق. 6- توثيق الآثار والأقوال من المصادر التي ينقل عنها المؤلف رحمه الله. 7- كتابة مقدمة للكتاب مشتملة على ترجمة مختصرة للمؤلف وتقدمة موجزة للكتاب.
