تجيب المؤلِّفة "فتيحة ليتيم"، في مجمل فصول الكتاب، عن الإشكالية الرئيسية التالية: إذا كانت التطورات التي عرفها النظام الدولي بعد الحرب الباردة، وإلى غاية اليوم، قد أثّرت في أداء وفعالية منظمة الأمم المتحدة في ممارسة أدوارها وتحقيق أهدافها، فهل يمكن، إذن، النهوض بالمنظمة وتفعيلها من خلال ما هو مطروح من مشاريع ومقترحات لإصلاحها؟ أم أن هذه المشاريع هي من الطموح، ما يجعلها تصطدم بواقع دوليّ معقّد، يصعب معه إجراء تغيير فعّال وجدّي للمنظمة، بما يناسب التطورات الدولية الراهنة.
وترى المؤلِّفة أن منظمة الأمم المتحدة باتت تعيش اليوم عدة أزمات سياسية هيكلية، مالية وإدارية، شكّلت في المحصّلة جملة المبررات الموضوعية التي تحتّم إصلاحها من أجل تعزيزها والنهوض بها.
لذا، فإن إعادة النظر في ميثاق الأمم المتحدة أصبح ضرورة، ولا سيما إصلاح ما يتعلّق بتشكيل مجلس الأمن الدولي.
وتعتقد المؤلِّفة، أن مستقبل "المنظمة" يبقى إلى حدّ كبير مرتبطاً بمستقبل النظام الدولي، وما ستؤول إليه توازنات القوى فيه، ونظرة هذه القوى إلى الدور الذي يفترض أن تؤديه المنظمة في مواجهة التحديات السياسية والاقتصادية والأمنية المختلفة.
من هنا جاءت هذه الدراسة للإجابة عن تلك التساؤلات في مقدمة، وثلاثة فصول وخاتمة ألحقتها بالمراجع والفهارس، وقد جاء توزيع الفصول على الشكل التالي:
-الفصل الأول: مبرّرات إصلاح منظمة الأمم المتحدة.
-الفصل الثاني: مقترحات إصلاح منظّمة الأمم المتحدة.
-الفصل الثالث: معيقات الإصلاح ومستقبل الأمم المتحدة.
