من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

إنّ المناصرة قيم رفيعة وسمة عظيمة، جديرة أن تتربّى عليها الأجيال وفق مضامين الحقّ والعدل في المناصرة لهما والدفاع عنهما على فقه للواقع، وحسن تقدير لظروفه ضمن الموازنة بين الأمور، وبصرف النظر عن صلة القربى في العصب والرحم والنسب، أو الجيرة والولاء والصداقة، يبقى أساس المناصرة قائماً على الحقّ الذي لا يعرف غير العدل ميزاناً، ولا غير العقل مقياساً عندما يتوافق مع الحقّ، وبذلك يبدأ تكوين قاعدة واسعة الإنتشار ليس لها غير الحقّ مطلباً وليس لها دون إحقاقه مأرباً.
إذ تتمثّل في أمور كثيرة منها الولاية والمجد والخبرة والحفظ والعلم ممّا سيقف عليه المتتبّع لهذا البحث، إلاّ أنّ أعظم المناصرات تتجسّد في المواقف التي تعبّر عن القيم لهذه المناصرة أو تلك، سواء أكان المناصر داخل الموقف ويعيش أحداثه كمؤمن آل فرعون أم أنّه سعى إلى الحدث بنفسه مناصرة للحقّ كمؤمن آل يس حيث نجده تحرك في مناصرة وموقف عظيمين.
لا تختلف هذه القيم عن غيرها من القيم التي تناولناها في كتبنا السابقة كالإقدامية والتأيدية من حيث كونها قيم، إلاّ أنّ خصوصية قيم المناصرة تبقى متميّزة لها سمتها وطابعها من حيث الإشتراك والإفتراق، ومن حيث النسبية والإطلاق، ومن حيث الحقّ والباطل، فالولاية مثلاً قيمة لا تختصّ بمؤمن أو كافر، ولكلَّ من المؤمن والكافر وليّه، ولكن هذا الولي كيف ينصر وليّه؟ وفي أيَّ إتجاه ينصره؟.
وهل هذا النصر مدعاة للمذلّة أم للفخر؟ هنا يكون مربط الفرس ومبلغ الغاية.
