يضم هذا الكتاب عدداً من البحوث التي قُدمت في المؤتمر السنوي الثالث للطاقة الذي نظمه مركز الإمارات للدراسات والبحوث الاستراتيجية تحت عنوان: "خصخصة قطاع الطاقة في دول الخليج العربية"، والذي عقد في أبو ظبي خلال الفترة 25-26 تشرين الأول/أكتوبر 1997. وقد ضمّ هذا المؤتمر عدداً من الباحثين والمتخصصين والرواد في هذا المجال، في محاولة لاستكشاف أهمية القضايا الكلية والجزئية المعنية بتخصيص وتحرير قطاع الطاقة. ونوقش في هذا المؤتمر عدد من الموضوعات المهمة؛ التي تتعلق بقطاع الطاقة كإنتاج النفط وتكريره، وإنتاج الغاز والكهرباء والمسائل المتعلقة بنقلها وتوزيعها.
ويحدد هذا الكتاب أهمية المناقشات السياسية والقانونية والمؤسسية والاحتياجات من الموارد من أجل تنفيذ وتطبيق برنامج الخصخصة بنجاح، وذلك اعتماداً على عدد من التجارب الدولية في هذا المجال. لقد أخذت الخصخصة بالانتشار عالمياً بعد البداية المتواضعة وغير المتيقنة في بريطانيا في أوائل الثمانينيات. واليوم تدرس دول مجلس التعاون لدول الخليج العربية بنشاط وفاعلية وإمكانية خصخصة عدد من الصناعات الرئيسية ومشروعات البنية التحتية. إن الطريق الأمثل لتنفيذ برامج خصخصة ناجحة وفاعلة في دول مجلس التعاون لدول الخليج العربية هو أن تستفيد من أخطاء الآخرين في هذا المجال وأن تحاكي التجارب الناجحة في هذا الخصوص.
