يتناول المؤلف بالدراسة موضوع التاريخ السياسي الحديث والعلاقات الدولية المعاصرة. وهو يقصد بالتاريخ السياسي الحديث أي من حوالي عام 1500م إلى اليوم حيث يبدأ هذا التاريخ مع ما سمي بعصر النهضة الأوروبي. والتاريخ السياسي هو العلاقات الدولية التي لم تبدأ رسمياً إلا بعد الحرب العالمية الأولى.
وقد جاءت تلك الدراسة ضمن عشرين فصلاً بحث المؤلف خلالها في الأمور التالية: طبيعة العلاقات الدولية ويعني ذلك ماهية "علم العلاقات الدولية" دراسة التاريخ والجغرافيا السياسية، تداور الحضارات قبل عهد النهضة الأوروبية، مع بداية العصر الحديث، العلاقات الدولية من 1500 إلى مؤتمر فيينا 1815م، العلاقات الدولية في القرن التاسع عشر، الجولة الثانية من الاستعمار، قدوم الحرب العالمية الأولى، المعاهدات والسلام الذي أدى إلى الحرب، عصبة الأمم 1920م-1946م، الشرق الأقصى بين الحربين العالميتين 1918-1945م، دكتاتوريات جديدة تتحدى الحالة الراهنة في أوروبا والعالم، الديموقراطيات تؤكد هيمنتها، البدء من جديد، الحرب الباردة وهوس الأحلاف، استقلال دول آسيا وحركة عدم الانحياز، استقلال أفريقيا وقضايا أخرى، قضايا عامة في العلاقات الدولية المعاصرة، قضايا ثنائية-جزر كوريل.
