علم السياسة والحكم من أقدم مظاهر نشاط الإنسان ونظمه ومن أكثرها شيوعاً. فقد أطال كثير من أصحاب العقول الجبارة في التاريخ النظر في طبيعة هذه المظاهر القديمة واحتمالاتها وقدموا لنا ثروة طائلة من تأملاتهم وأفكارهم.
وقد أصبحت دراسة إدارة الدولة والحكم في أيامنا هذه بالغة الأهمية، عظيمة الأثر لأن الإنسان امتلك عن طريق الذرة وعن طريق السيطرة على القضاء الخارجي وسائل فنية إما لتدمير نفسه أو لبناء حياة غنية لم تحلم بها البشرية من قبل وسوف تحدد خصوماتنا السياسية وقراراتنا الحكومية أيا من هذين المصيريني سيكون نصيبنا.
ولدراسة علم السياسة وفن الحكم مكانة ملحوظة في العلوم المختلفة التي تتحدث عن الدولة. وقد ترتب على ذلك أن اصبحت كل دولة ظاهرة جغرافياً منفردة وأن الجغرافي السياسي يأتي بالجديد للعلم من خلال استنتاجاته القائمة على التحليل الجيوسياسي لعناصر البيئة الطبيعية والبشرية مما يساهم في تهيئة المعلومات المطلوبة ووضعها أمام صانع القرار في الدولة اتخاذ ما يراه مناسب من القرارات السياسية والتي تحقق المصلحة العليا لوطننا العربي الكبير.
وقد جاءت الدراسة في ثمانية فصول: وأولها ابتدأنا في مدخل إلى الإدارة السياسية وإدارة الدولة، ومن ثم نتجه في الفصل الثاني إلى ماهية الدولة. وأما في الفصل الثالث فنستعرض أصل نشأة الدولة والنظريات والمذاهب السياسية التي تفسر أصل نشأتها. ويتلوه الفصل الرابع الذي جاء تحت عنوان إدارة الدولة. وقد طرح الفصل الخامس أنواع النظم السياسية انطلاقاً من العلاقة بين السلطات. وأما الفصل السادس فقد تناول عدة نظريات استراتيجية للدولة. وأما في الفصل السادس فنستذكر بناء القوة الأردنية ودورها في الأمن القومي العربي. وأخيراً نأتيكم في الفصل الثامن والأخير والذي جاء بدوره متحدثاً عن بعض القضايا السياسية الدولية المعاصرة.
